I am frustrated with this PGS too. I found this post when I was trying to find Telstra's plan to upgrade. Interestingly, the three comments before me are however recent. In almost a decade, Telstra did nothing but watching its share price fell from $5.5 to $3.

One of my friends just moved (December 28 2010) to Bella Vista, NSW 2153. Bella Vista is supposed to be an upmarket development in western Sydney. He was told by TPG (his ISP) that ADSL will not be available in his brand new milion dollar home because Telstra has provided him a telephone line with pair gain. When contacted Telstra accepted that most of the new development areas within Bella Vista in Baulkham Hills council will be serviced with pair gain telephone lines. Telstra themsleves advised him that even if he signs up with Telstra for Broadband connection paying top dollrs, Telstra themselves can not provide him with basic ADSL , lete alone ADSL 2, because of Pair Gain. Best he will be able to get will be a 14.4 kbps speed.

Though this issue was raised 8 years ago in 2002, Telstra is laying new lines with pair gain in new development areas even within Brisbane city council till now (December 2010.) eg Doolandella Qld4077 This is just unbelievable. I am a poor victim of this scam.

When I applied to accept a Telstra 'bundle' offer that included both local and STD phonecalls and ADSL broadband, I was told it was not possible due to pair gain cabling (ADSL is available to our exchange). I then registered a complaint and received the response: "The service provided using PGS meets all the regulatory requirements, including minimum data speed of a PSTN (...??) service There is no commercial basis for Telstra to install copper pairs instead of a PGS, even if the customer were to bear the full cost of doing so..." -This followed by a suggestion of Cable Modem, ISDN Home of Business,1 Way Satellite or 2 Way Satellite.

It would seem that despite the PM's push to have ADSL available throughout Australia, Telstra is not interested in helping small communities such as Wolvi (just out of Gympie, Qld).

I would be interested in any advice you can offer.
